Victor Hugo Cárdenas is the former Vice President of Bolivia and the leader of Fondo Indíginas. Victor Hugo Cárdenas is a highly respected leader of the highland Indians in Bolivia and is famed in the entire Latin America. In 1994 he played a major role in changing the constitution, and this resulted in the current naming and perception of Bolivia as a multi cultural society. He has also contributed to the effectuation of the education reform including bilingual and intercultural education.
