Born in La Paz, Bolivia in 1952

From 1975-1977 she studied psychology at the Faculty of Philosophy and Letters, Navarra University in Spain.

Later on the finished her PHD in Ecology and Conservation of Planification for the Best Us of the Protected Natural Areas in Bolivia at the Ecology Institute, University Mayor de San Andres, Bolivia, in 1992

She also has a masters degree in Andean and Amazon Histories from the University Mayor de San Andrés, La Paz, Bolivia, in 1992.

She has been the First Lady of Bolivia since 2003 when her husband Carlos Mesa Gisbert became President of Bolivia.

When Elvira Salinas de Mesa Gisbert was appointed Honorary HCA Ambassador 20 January 2005 she promised to play a leading role in spreading the knowledge of Hans Christian Andersen and his work in Bolivia.
